Dear Mr. Vacher
We, depositors and customers of the
Forum Bank, are writing to you with an urgent request for your attention with
respect to a situation that is evidently of critical importance to us, but
which also may have serious ramifications for the success of the IMF program
supporting economic reform in Ukraine, as announced on 30 April 2014, in which
one of the key areas identified was that of banking stability.
You are no
doubt aware of some aspects of the present situation involving the Forum Bank,
a major bank within the nation's banking system—one of the largest (fifth
place) in Ukraine in terms of deposits, involving 130,000 individuals and
100,000 legal entities.
On 13 March 2014 the Forum Bank was
declared insolvent and a temporary administration was appointed. Over the next
three and a half months at numerous meetings with the National Bank and the
Deposit Guarantee Fund, we (the physical and legal persons) were given promises
by Mr. Stepan Kubyv, the former acting
head of the National Bank, and the Chairman of the Deposit Guarantee Fund Mr. Vasil Pasichnik
regarding a favourable solution to the problem of preserving our deposits in
full and maintaining them in a foreign currency.
For this
purpose the Deposit Guarantee Fund for Individuals (ФГВФО) studied the
situation in the bank for three months and conducted a rather strange tender
which was not officially announced on the Fund's website. For reasons not known
to us, the Fund rejected the offer made by Mr. Novinsky, the former owner of
the bank, to recapitalize the bank, and made the decision to announce the Alpha
Bank as the winner of the tender. However, for reasons which are not clear, the
NBU withdrew the bank’s license a few days later, and the Fund announced the
liquidation of the bank, citing the fact that the Alpha Bank had not signed (!)
the documents. The Fund representatives have not been able to provide a
comprehensible answer as to why the Alpha Bank was declared the winner of the
tender without the documents having been signed.
At the same time, the Forum Bank's balance
sheet as of 01.06.2014 shows that its net assets (amounting to 8.2 billion
hryvnias after the addition of all necessary reserve provisions) are sufficient
to cover the deposits of all individuals
without exception, as well as all outstanding debts to the Deposit
Insurance Fund and to the National Bank, as well as the charges for salary
payment and partial repayment to the legal agencies, which provided support for
the implementation of an unremunerated nationalization of the Forum Bank by
means of incorporating it into one of the state bank institutions.
Currently, the bank's former owner is
suing the National Bank and the Fund for the illegality of their actions and on
26 June he received a ruling of the District Administrative Court of Kyiv to
the effect that the failure of the Deposit Guarantee Fund for individuals to
transfer the assets and liabilities of the troubled bank to its owner was not
legitimate. However, the Fund, in turn, filed counterclaims which were assigned
for consideration on 14.07.2014.
To date,
the situation with respect to the bank continues to be extremely
non-transparent and politicized, the liquidation of the bank has not been
suspended, and we, the bank's depositors, have become victims of someone's
political ambitions and the interests of corruption.
At stake is not only our future as
physical persons and that of our families, but also the future of the legal
persons, i.e. the business enterprises that provide work for thousands of
people all over Ukraine. The most tragic thing for all Ukrainians is the fact
that the trustworthiness of the country's entire banking and financial system
is now in question. It is quite obvious that the liquidation of such a major
bank in this manner may cause a domino effect within the banking system which
will undermine the trust of the general public in their banks and will lead to
a further outflow of deposits and the subsequent destruction of Ukraine's
banking sector. This will totally undercut
the extremely valuable initiatives of the IMF to promote banking stability
here, and could have a serious impact on the willingness of
foreign governments to make additional contributions toward this greatly
desirable goal.
Having been subjected to the complete indifference and the
outright derisiveness of the Ukrainian government and related financial
agencies during the past three and a half months, we would be very grateful if
you could grant us some time to receive a few people from our initiative group
for face-to-face discussions, with a subsequent opportunity for some valuable
feedback from you.

Как сообщил сегодня Герман, МВФ письмо получило и там уже занимаются нашим вопросом.
Паралелльно отправила письмо на Европейскую бизнес ассоциацию, с просьбой о встрече и помощи.
Правильно ли я понял что подано это письмо? Какая обратная связь? с кем? можно поподробнее. Припоминаю что была информация что миссия МВФ заканчивает работу и скоро уезжает. Что, в таком случае, дальше?

Лара, молодец! Факты я так понимаю на встрече. Хорошо составлены письмы для Ляшко ( оба) там почти все указано в хронологической последовательности, про рефинанс и прочее.

Dear Anna
We are deeply convinced that the situation with the Forum bank may cause a "dominio effect" in the banking sector of Ukraine, if authorities continue to act as they do at this moment.
We are talking about a huge problem with corruption and mismanagement.
We would be glad if we could get a personal meeting with Mr Vacher in order to discuss the situation.
FYI the President of Ukraine took a decision to revise the situation around the bank and for that reason there will be a working group created consisting of NBU member, member from Administration of President, member from Fond and some members of our IG.
It would be really great, if IMF was aware about this situation and could perhaps lend us some support.

со своей стороны они могут проявить интерес и запросить информацию о ходе решения проблемы с банком, уже сам интерес к этому делу с их стороны будет стимулом для работы над проблемой у наших чиновников,
Удалитьтем более ранее я читала что на конференции в Европе наше руководство заверяло их(ну кого точно не помню) что сделают все возможное для спасения банка Форум, а теперь наши расслабились, откаты получили, следы заметают и надеются что там все забыли...

ОтветитьУдалить...Ларочка! вам , Андрею и всем,кто работает -спасибо.....После митинга возле АП ,заехал написать заявление на бульвар Верховного Совета ,7...по списку был - далеко после двенадцати тысяч...одновременно подавали симпатичные скромные девушки ..человек пять ,спросил-почему не ходят на митинги, в ответ мне чуть ли не лекцию прочли..Сотрудницы банка ,по крайней мере этого отделения,- на митинги ходят.........................................
